It seems to me that the "civilians" he is talking about are the Peace Corps people and all the other programs he was referring to just before he made the statement. So, just based on the short clip I watched, I think he just made another verbal gaffe or was trying to be poetic somehow by calling them a "civilian national defense force." As much as I disagree with Obama's policies, I don't think he's talking about anything close to the national socialist/communist minders you might have in mind. Let's face it, he's a gaffe machine--maybe even more than G.W. Bush. Where is that eloquence that everyone is talking about? I sure haven't heard it. If he actually wants some kind of security force like in Cuba or North Korea he needs to be kept as far away from the White House as possible.
